Can people in Puerto Rico dial the same 1800 numbers for free that we can on the mainland?
Also, is Puerto Rico part of the US? For instance, when you say that the population of the USA is such and such, does that include Puerto Rico? Or does it include residents only or American citizens only?

ANSWER PERSON RESPONDS: AP can’t get an official statement on toll-free numbers from the FCC (they won’t communicate with me for national security reasons), but based on the number of toll-free numbers that can be called from Puerto Rico and some other outlying regions, I assume that these numbers work from those places.
The US Census collects data for states as well as for outlying territories such as Puerto Rico. If you see a total for the US, a good source should have a footnote to say what it includes. They often include the 50 states plus DC and list the population of other possessions separately.
The Census legally includes everyone that’s physically in a location on April 1, so it’s supposed to include citizens, legal residents, and illegal aliens. Whether they can accurately count all these people who don’t want to be counted is another matter.
Puerto Rico is a US possession, although it’s not one of the “states” in “United States.” It’s classed as a Commonwealth, which may be just the US term for a colony, or else some other limbo area that’s neither part of the US (they have their own Olympic teams) nor completely independent (they pay US taxes and could be drafted when there was a military draft).
