How long does it take to post a letter to Austria?

I’m currently over-run with junk mail from various banks and money lenders in my mailbox – to the tune of 20 or so per day. Putting my name on the “opt out” list hasn’t changed anything. Since most of these junk mail offers come with pre-paid return envelopes, is there any law against labeling them with a different address and using them for my own purposes?
The company that issues the business reply envelope gets billed for those envelopes that are returned, so they’d find out if they’re getting used for another purpose. Since there are detailed postal regulations regarding Business Reply Mail (BRM) — see Domestic Mail Manual 507.10 and 604.5 — there would be federal laws about doing this, so please don’t try. Also, it will look pretty suspicious if you cross out the pre-printed address to write one of your own.
